Defence Quality Assurance

ProQM can provide independent and impartial welding, fabrication and protective coatings verification for
the commonwealth shipbuilding and submarine programs, from supplier fabrication and manufacture through
to shipyard installation and project handover. 


We verify that work is completed in accordance with approved drawings, specifications, procedures,
inspection and test plans, and acceptance criteria. Our focus is on identifying quality issues early, maintaining
traceability and providing the objective evidence required for acceptance and closeout.


ProQM’s existing Defence capability is centred on welding, material traceability, non destructive testing,
protective coatings and nonconformance management.

Supplier Quality Surveillance

ProQM can support Defence contractors and project teams through:

  • Supplier and fabrication surveillance
  • Quality plan and inspection and test plan review
  • Establishment and verification of hold and witness points
  • Material certification, grade and heat number traceability
  • Welding procedure and qualification record review
  • Welder qualification verification
  • Fit up, joint preparation, preheat and welding inspection
  • Dimensional and visual inspection
  • Coordination and review of UT, MT, PT and RT results
  • Nonconformance, concession, repair and corrective action closeout
 

These controls provide visibility of supplier performance and help prevent nonconforming work from progressing into later stages of production or installation.

Protective Coatings & Corrosion Control

Our protective coatings inspection services include:

  • Surface cleanliness and preparation standard verification
  • Blast profile and surface contamination testing
  • Monitoring of air temperature, substrate temperature, relative humidity and dew point
  • Coating batch, shelf life and material traceability
  • Mixing, application and recoat interval verification
  • Wet and dry film thickness testing
  • Holiday and adhesion testing
  • Inspection of coating repairs
  • Final acceptance and documentation review
 

ProQM’s coating inspectors hold NACE CIP Level 2 certification. 

Our extensive experience in corrosion management, working on offshore equipment and other marine environments, provides our clients with the knowledge and understanding to assist in this specialised area.

Shipyard and Site Support

ProQM inspectors can be deployed to supplier workshops, fabrication facilities and shipyard sites to provide independent oversight during manufacture, assembly, installation and repair activities.

This includes monitoring critical inspection stages, reviewing quality documentation, witnessing testing, verifying repairs and confirming that outstanding quality issues have been closed before release or handover.

Cyber Security and Information Management

ProQM takes cyber security seriously when managing Defence inspection reports, photographs and project records. Our reporting and document management controls support secure access, information traceability and the protection of sensitive project data, with systems and processes developed in line with DISP requirements and the Australian Cyber Security Centre Essential Eight.

ProQM also manages appropriate screening and access requirements for inspectors working on Defence projects. Our existing reporting systems provide secure and continuous access to quality records and support project transparency and accountability.

Technical Standards

Inspection activities can be aligned with contract and project requirements, including relevant provisions of:

  • AS/NZS ISO 3834
  • AS/NZS 1554
  • AS/NZS 5131
  • Approved welding procedures
  • Approved coating specifications
  • Defence, customer and technical authority requirements

 

The applicable standards and acceptance criteria would be confirmed for each contract, platform and work package. ProQM’s current technical capability includes welding inspection to AS/NZS 5131, AS/NZS 1554 and ISO 3834, together with protective coating inspection against AS 2312 and project specifications.

Quality Reporting

Inspection outcomes, photographs, nonconformances, test results and supporting records can be captured through QMaster™, ProQM’s real time compliance platform. 

This provides project teams with clear visibility of inspection status and maintains accessible, audit ready records for acceptance and handover.

Qualified & Independent

ProQM operates as a NATA accredited inspection body to ISO/IEC 17020 and maintains ISO 9001 certification. 

Our technical capability includes AS 1796 Certificate 10 welding inspectors and NACE CIP Level 2 protective coatings inspectors
