Structural Steel Fabrication & Welding Surveillance

Structural steel quality assurance is a core strength at ProQM. Our inspectors are qualified to AS 1796 Certificate 10, providing a high level of technical competence in welding supervision and inspection in accordance with Australian Standards.

We work closely with fabricators, project teams, and delivery partners to ensure structural steelwork is executed correctly from the outset, reducing risk, preventing rework, and supporting compliant, traceable outcomes across fabrication and erection.

Through independent oversight and clear reporting, ProQM helps maintain consistency, transparency, and confidence throughout the steel supply chain.

Welding Surveillance & Inspection 

Monitor fabrication, fit-up, pre-heat, & welding in accordance with AS/NZS 5131, AS/NZS 1554, & ISO 3834. 

Material Verification & Traceability

Confirm heat numbers, correct grades, and batch documentation.

Inspection Test Plan Preparation & Review

Develop and validate risk-based ITPs aligned to project specifications.

Hold-Point Witness & Sign-Off

Provide independent verification at critical fabrication and erection stages.

Welder Qualification Support 

Oversee WPS/PQR qualification and compliance. 

NDT Coordination & Review

Arrange, coordinate, and verify UT, MT, PT, and RT results for full compliance.

Precast Concrete Inspection

Ensuring off-site and on-site concrete products are delivered defect-free and fully compliant:

  • Pre-Pour & Post-Pour Inspections: Prestressing activities, reinforcement placement, cast in items and embedment’s, concrete cover and curing processes.
  • Dimensional & Finish Checks: Confirm units meet design tolerances and aesthetic requirements.
  • Batch Record & QA Document Review: Verify mix design compliance, strength reports, and traceability.
  • ITP Preparation & Witnessing: Build and oversee inspection plans for critical stages of manufacture and installation.

Protective Coating & Corrosion Control

Our inspectors hold NACE Coating Inspector Program (CIP) Level 2 certification, demonstrating internationally recognised expertise in coating inspection and corrosion control.

Surface Preparation & DFT Verification

Measure blast profile and class, substrate cleanliness, surface contamination and coating film thickness.

Coating System Compliance Audits

Review QA documentation and batch certification against AS 2312 and project specifications.

Holiday & Adhesion Testing

Witness & Sign-Off of Hold Points

Roles & Responsibilities

When engaged, ProQM can act as:

  • Client Nominated Authority: Representing the Principal’s interests and signing off hold points.
 
  • Structural Steelwork Surveillance Officer: Delivering oversight in line with VicRoads TB46 requirements. 

 
  • Precast Concrete Surveillance Officer: Monitoring production in accordance with VicRoads TB47. 

 
  • Protective Coatings Surveillance Officer: Verifying coating works consistent with VicRoads TB48. 

These roles ensure that state transport authority requirements are met, compliance is independently verified, and all documentation is audit-ready for project close-out.
